Calle Arroceros takes its name from the old rice market that once stood in the area.

The Arrozeros market was part of the settlement known as the Parian de los Sangleyes, the Chinese quarter and market district that once stood east of Intramuros. Although the Parian was demolished in the late 1700s, the name Arroceros survived well into the 20th century.

The street was renamed in recent years after Mayor Antonio Villegas, who was mayor of Manila from 1962 to 1971. His term witnessed growing unrest especially amongst students in Manila against the Marcos Regime. Villegas lost in the 1971 mayoral elections after running against both Nacionalista and Liberal candidates.

The name Arroceros survives as the name of the urban forest park located along the street.
