Any person caught by the land transportation office (LTO) or any of its deputized agents like deputized PNP personnel, MMDA traffic enforcers and others, driving in the Philippines without a valid driver’s license is liable to pay a fine worth Php3000.
This includes driving with an expired license, revoked license, suspended license, inappropriate driver’s license, tourist driving a motor vehicle with a valid foreign driver’s license beyond the 90-day maximum allowable period and a student driver driving without being accompanied by a properly licensed driver.
