Edgar L. Posadas is a former Region 8 Director of the Office of Civil Defense in the Province of Leyte.

PHAP was very active in responding to the victims of the super typhoon Haiyan known as Bagyong Yolanda in the Philippines.
This organization gave a substantial amount of medicine donations to the victims and survivors. It continued to help until the present rehabilitation of the areas affected by the typhoon.
During typhoon Nando and Maring, the organization also donated a substantial worth of essential medicines for the victims.
